Assessment of resilience for civil society organizations working in shrinking civic space

The assessment targets civil society organizations (CSOs), community-led organizations and initiative groups working in the field of HIV and key populations (people living with HIV, people using drugs, LGBTQI+, sex workers) operating in a shrinking civic space and/ or restrictive environments, with the aim to:

  • evaluate their resilience, security practices, and adaptive capacity;
  • identify priority areas for technical assistance and organizational strengthening;
  • help partner networks (EHRA, ECOM, EWNA, SWAN) design targeted webinars, mentorship, and mini-grant programs for 2025–2026.

Organizations and initiative groups that complete this assessment will:

  • be eligible to access priority technical support and mini-grants aimed at strengthening internal systems, security, and sustainability (call for proposals will be announced separately when the assessment is completed);
  • contribute to a regional understanding of how community-led organizations adapt and remain effective under pressure;
  • help shape the upcoming support agenda for 2025–2026.

Assessment results will be used to design the capacity building program for civil society organizations (CSOs), community-led organizations and initiative groups working in the field of HIV and key populations (PLHIV, PUD, LGBTQI+, SW), which will include: 

  • Online capacity building session (webinars, workshops).
  • Online community of practice sessions – assessment participants with relevant experiences and gaps will be paired for mutual exchange.
  • Targeted technical support – provision of the face-to-face or online technical support for CSO or CBO based on the pre-agreed ToR.
  • Small grants to strengthen internal systems, security, sustainability, etc.

Instructions

  • If a question does not fully apply to your organization, choose the option that best reflects your situation.

All responses will be treated confidentially and analyzed in aggregate form; organization names will not be published. Thank you for contributing your experience and perspective. Your participation will directly inform future programs designed to strengthen civil society organizations across the region.
