The Rise & Decriminalize Movement acknowledges that intersectionality of communities – a person belonging to 1, 2 or more communities of people living with HIV, drugs use, LGBTIQ+, sex workers – can serve as a strength in decriminalization advocacy uniting and mobilizing networks and communities, building on each other’s knowledge, capacity and networks. Decriminalization should focus on the five pillars: bodily autonomy and integrity, access to justice, freedom from legal restrictions, community-led interventions and availability of comprehensive services.

Rise & Decriminalize Movement is tailored to commonly advocate for the rights of vulnerable populations, including LGBTQI+, people who use drugs, women living with HIV, and sex workers, and unites five regional networks:

  • Eurasian Coalition for Health, Rights and Sexual Diversity – ECOM
  • Eurasian Harm Reduction Association – EHRA
  • Eurasian Network of People Who Use Drugs – ENPUD
  • Eurasian Women’s Network on AIDS – EWNA
  • Sex Workers’ Rights Advocacy Network – SWAN.
