Rooted in intersectionality, the Movement recognizes that overlapping vulnerabilities amplify the harm caused by oppressive laws, underscoring the urgency for comprehensive reforms. Therefore, it advocates for the decriminalization of behaviors and identities unjustly penalized by current legal systems.

Movement amplifies the voices of marginalized communities, strengthens advocacy networks, and strives for a future where compassion replaces criminalization and justice is accessible to all.

Its vision focuses on four pillars:

  • Bodily Autonomy: Ensuring individuals can make decisions about their own bodies free from coercion.
  • Access to Justice: Guaranteeing fair treatment and protection from violence and discrimination.
  • Freedom from Legal Restrictions: Eliminating punitive laws that perpetuate stigma and marginalization.
  • Comprehensive Services: Providing equitable access to medical, psychosocial, and legal support.

Five Networks of the Movement

EHRAEurasian Harm Reduction Association – a non-for-profit public membership-based organization uniting harm reduction activists and organisations from Central and Eastern Europe and Central Asia (CEECA) with its mission to actively unite and support communities and civil societies to ensure the rights and freedoms, health, and well-being of people who use psychoactive substances in the CEECA region.

ECOMEurasian Coalition for Health, Rights, Gender and Sexual Diversity — is an international non-governmental association based in Tallinn, Estonia. We are a membership association open to non-profit organizations and activists working in the field of rights and health of LGBT communities in the Eastern Europe and Central Asia (EECA) region.

EWNAEurasian Women’s Network on AIDS brings together leaders from 12 countries in the Eastern Europe and Central Asia region, and is the only and unique organization dedicated to advocating for the rights of women living with and vulnerable to HIV, developing and strengthening their capacities, and making women’s stories and voices visible and meaningful, including in decision-making processes at different levels.

SWANSex Workers’ Rights Advocacy Network is a sex worker-led regional network in Central and Eastern Europe and Central Asia that advocates for the human rights of female, male and transgender sex workers. SWAN was founded in 2006 and was officially registered as the SWAN Foundation in January of 2012. 

ENPUDEurasian Network of People who Use Drugs – aims to prevent more people from becoming addicted, and for those who have became ill to preserve their life, health and freedom. ENPUD community unites experts among people who use drugs and our allies – to support each other, practice NarkoFemenism and harm reduction, and advocate together for returning the rights and freedom to people who like psychoactive substances.
